Context Matters: Artist Residencies - Call for applications

Citizen Power Peterborough was set up in 2010 to explore the link between place and identity and develop new ways for people to influence and participate in civic life. It is a new breed of innovative cross-organisational partnership and is jointly funded by Peterborough City Council, Arts Council England East (ACEE) and the Royal Society of Arts, Manufacture and Commerce (RSA).
Six strands of projects comprise Citizen Power Peterborough, providing opportunities for citizens to build attachment to their surroundings forming the basis for a more sustainable future.
The Arts and Social Change strand is exploring the role of arts and imagination in building a renewed sense of belonging in Peterborough, leading to stronger levels of civic activism in the future. Creative and arts based approaches underpin engagement for the entire programme of Citizen Power through a wide range of programmes that place artists at the centre of re-imagining social change within communities.

Artists’ Residencies: Context Matters
Two artists’ residencies, entitled Context Matters, are being planned to run for one year from spring 2011 (anticipated from May). The two residencies will run concurrently and it is planned that both will work closely with self-organised community and voluntary groups in order to make creative responses to the groups and their work. One residency is aimed at an artist – working in any art form – with substantial experience of working within socially engaged and participatory settings, the second is aimed at an artist – again working in any media – with less experience but with a strong commitment to socially engaged and participatory practice. This second artist will receive ongoing mentoring from the first.
The artists’ residencies, alongside two commissions, will form the most visible mechanism for bringing innovative arts practice into Arts and Social Change. To ensure this work does not sit outside all other strands, it is envisaged that the residencies will feed into the wider Citizen Power programme at appropriate junctures, be intrinsically linked to the core themes of the programme, and engage directly with the citizens of Peterborough as well as the local arts community.
Wysing Arts Centre has been invited to take creative leadership and provide ongoing support for the artists’ residencies as part of the Arts and Social Change strand of Citizen Power Peterborough.
Wysing will guide and support the community groups through the process of hosting a residency and liaise with and support residency artists throughout the year-long process.
Wysing Arts Centre operates an ongoing pioneering residency programme from its site in the village of Bourn, Cambridgeshire, and artists come to Wysing to test out new ways of thinking and push the boundaries of what is possible. What results is often ground-breaking work made by some of the most interesting emergent international artists, frequently in collaboration with specific communities from the surrounding area. In the last five years this approach has led to the creation of extraordinary projects and experiences, and has made Wysing one of Europe’s leading centres for the visual arts.
Following a community consultation process, four groups have come forward and offered to host an artists’ residency. All groups are clear about their responsibilities in hosting the residencies and have been fully briefed on the role of the artist. All the groups have been invited to provide information on their history, what they would like to get out of hosting an artist and what infrastructure and facilities they may have.
To apply, artists are invited to make a proposal in response to one, more, or all of the groups indicating:
1. What interests them about the group/s
2. What their methodology would be in relation to working with the group/s
3. A timeline with key milestones
Artists are also asked to provide examples of relevant previous work including documentation, a statement on their practice and a current CV.

Artists’ Proposals
All artists’ proposals received will be taken back to the groups who will then be supported in selecting an artist to work with their group. Two artists will be selected with residencies commencing in May 2011.
In making the final selection, the groups will be looking for artists who can:
1. Support the existing work of the groups and identify new opportunities for them.
2. Generate thoughtful and relevant artistic activity.
3. Make a creative response to the context of the groups by creating art.
Fees
There are two artist fees reflecting two slightly differing roles.
One artist will be able to demonstrate substantial experience of working in socially engaged, participatory, or relational practice and provide ongoing mentoring to the second artist. This fee is offered at £12,000 (VAT inclusive) and includes travel and subsistence costs. Accommodation costs will be covered from a separate budget.
One artist will be able to demonstrate a knowledge of, and/or strong interest in, socially engaged, participatory, or relational practice but will have less experience. This fee is offered at £8,000 (VAT inclusive) and includes travel and subsistence costs. Accommodation costs will be covered from a separate budget.
There is a total production budget of £7,000 to be shared by both artists. In your proposal, please indicate which role you are applying for.
